Vermont Educational and Health Buildings Financing Agency is an instrumentality of the State of Vermont. VEHBFA was established by an Act of the Legislature in 1966. VEHBFA is the state-wide conduit issuer of tax-exempt bonds for 501(c) (3) private libraries, educational and healthcare institutions.
The Board is made up of thirteen members. Seven members are appointed by the Governor, with the advice and consent of the Senate; two members appointed by the Governor appointed members; and four ex-officio members – Secretary of Administration, Secretary of Education, Secretary of Agency of Human Services and the State Treasurer.
Becoming operational in 1969, the Agency has issued bonds totaling over $2.6 billion.
